Starting November 1, 2024, the NYC Department of Buildings (DOB) launched the Worker Wallet Card—a single, comprehensive card that replaces multiple individual certification cards. This includes certifications like:
- Climber/Tower Crane Rigger
- Mast Climber User / Operator & Refresher
- Rigging Supervisor
- Rigging Worker
- Supported Scaffold User
- Supported Scaffold Installer/Remover
- Suspended Scaffold User
- Suspended Scaffold Supervisor
- Periodic Gas Piping Inspector
While the certifications, course requirements, and validity durations remain unchanged, the Worker Wallet Card serves as a unified physical proof of compliance. Though certification records will still reside within Training Connect, the Worker Wallet Card (a distinctive purple card) will act as the physical proof of compliance, particularly for those without an SST card.
How Will the Worker Wallet Card Work?
Starting November 1, 2024, approved training providers must issue certifications on the Worker Wallet Card and handle the process of “exchanging” existing certifications for this updated card. By July 1, 2025, workers holding any of the specified certifications must switch to the Worker Wallet Card. After this date, the DOB will enforce compliance through site inspections. Although penalties for non-compliance have not been disclosed, this card is expected to streamline NYC construction safety protocols significantly.
Important Dates and Transition Requirements
- November 1, 2024: Course providers must start issuing the Worker Wallet Card in place of old certification cards. Check with your provider to ensure compliance!
- July 1, 2025: All existing certifications must be transferred to the Worker Wallet Card. Starting this date, old certification cards will no longer be accepted, and penalties for non-compliance will apply.
SafetyClerk users will receive automatic reminders leading up to July 1, 2025, to exchange and upload their new Worker Wallet Card in their SafetyClerk profiles. Beginning May 1, 2025, these reminders will occur weekly to help avoid DOB violations.
Verification and Expiration: What You Need to Know
The Worker Wallet Card itself is valid for 10 years, but each certification within it will retain its original expiration date. Since these dates won’t be displayed on the card, verification will require tapping the card with the DOB Training Connect app or SafetyClerk. SafetyClerk users will receive automated reminders 60 days before any certification renewal is due, ensuring workers and employers stay compliant.
Impact on Exterior Restoration and Local Law 11 Work
The construction sector most impacted by this transition will be exterior restoration companies, particularly those involved in Local Law 11 projects. Workers using supported and suspended scaffolds make up a significant portion of Worker Wallet Card holders, and these trades will need to update their certifications to the new system. With the deadline approaching, SafetyClerk will be crucial in helping these companies track compliance requirements, minimizing disruptions on-site, and ensuring workers remain eligible for critical projects.
